United States of America: Safer Consumer Products Regulations

On 24 April 2026, the California Department of Toxic Substances Control (DTSC) initiated modifications to the rulemaking listing manual dish detergents and shampoo containing 1,4-dioxane at concentrations greater than 1 part per million (ppm) as Priority ProductsThe modifications to the proposed regulations include the addition of subsection 69511.11(c)(9) and subsection 69511.12(c)(9) to more accurately communicate DTSC’s determination that 1,4-dioxane is a persistent, mobile, and toxic chemical. The modifications also add the species of observation to the associated toxicological endpoints where they are applicable.Copies of the modified proposed regulations and initial proposed regulations noticed on 16 January 2026, are available on DTSC’s websiteDTSC is currently accepting public comments on the modifications to the proposed regulations until 11 May 2026.
